Bonanza for state govt employees

The state government employees have ample reasons again to rejoice as the state government releases 10% Dearness Allowances and Dearness Relief to the pensioners at par with the All India Service raising their DA from existing 35% to 45% w.e.f 1st July 2010. The DA/DR shall be paid in cash to the employees and the pensioners.

It has come as a bonanza for the state government employees just before the Durga Puja which is slated to start from October 13 next.

Government under the leadership of Dorjee Khandu despite acute financial crunch managed to implement the 6th Pay Commission recommendation for its state government employees.

Besides timely release of pending DA/DRs, Khandu Government has recently enhanced the pay of contingency workers considering their length of services in various government departments.

While various developmental activities are being taken up in the state, the release of DA/DR is sure to boost the morale of the state government employees and enthuse upon more zeal and enthusiasm in taking the state to new heights in all fronts.

Mahatma Gandhi’s 5 Teachings To Bring About World Peace

Have you ever dreamed about a joyful world with peace and prosperity for all Mankind – a world in which we respect and love each other despite the differences in our culture, religion and way of life?

I often feel helpless when I see the world in turmoil, a result of the differences between our ideals. This leads to grief and sorrow being inflicted on millions of innocent victims by a few who abuse the power of their convictions.

Mahatma Gandhi inspired the world with his faith in truth and justice for all Mankind. He was a great soul who loved even those who fought against his ideals to bring about peace with non-violence.

How could a meek and fragile person of small physical stature inspire millions to bring about a profound change in a way the mightiest had never achieved before? His achievements were nothing less than miracles — his creed was to bring peace to not only those who suffered injustice and sorrow but to espouse a new way of life for Mankind, with peace and harmony. His life was a message — a message of peace over power, of finding ways to reconcile our differences, and of living in harmony with respect and love even for our enemy.

Teaching # 1: Power is of two kinds. One is obtained by the fear of punishment and the other by acts of love. Power based on love is a thousand times more effective and permanent then the one derived from fear of punishment. — Mahatma Gandhi

The force of power never wins against the power of love. At this hour of greatest unrest and turmoil in our world, the greatest force to be reckoned with lies within our hearts — a force of love and tolerance for all. Throughout his life, Mahatma Gandhi fought against the power of force during the heyday of British rein over the world. He transformed the minds of millions, including my father, to fight against injustice with peaceful means and non-violence. His message was as transparent to his enemy as it was to his followers. He believed that, if we fight for the cause of humanity and greater justice, it should include even those who do not conform to our cause. History attests to his power as he proved that we can bring about world peace by seeking and pursuing truth for the benefit of Mankind. We can resolve the greatest of our differences if we dare to have a constructive conversation with our enemy.

Teaching # 2: What difference does it make to the dead, the orphans, and the homeless, whether the mad destruction is wrought under the name of totalitarianism or the holy name of liberty and democracy?

A war always inflicts pain and sorrow on everyone. History has witnessed countless examples of dictators, including Hitler, Mussolini, and Stalin to name but a few, who inflicted sorrow and destruction on our world. A world of peace can be achieved if we learn the power of non-violence, as shown by the life of Mahatma Gandhi.

Mahatma Gandhi has proven that we can achieve the noble causes of liberty, justice and democracy for Mankind without killing anyone, without making a child an orphan, and without making anyone homeless with the damage caused by war.

Teaching # 3: There are many causes that I am prepared to die for but no cause that I am prepared to kill for. — Mahatma Gandhi

We live for our values and passion but at the core of our existence lies our innate desire to live a peaceful life. The greatest noble cause is to display our desire to bring about peace in this world by our own sacrifice and not that of those who oppose our views. The strength of cowardice is in using power to cause death and destruction for others. The strength of courage is in self-sacrifice for the benefit of all.

Mahatma Gandhi sacrificed his own lucrative law practice in Durban, South Africa to lead a simple life and to share the pain of the powerless and destitute. He won over the hearts of millions without ever reigning power over anyone — simply with the power of altruism. We too can bring peace to our world by showing our willingness to sacrifice our self-centered desires. Our utmost cause in life should be to win the hearts of others by showing our willingness to serve causes greater than ourselves.

Teaching # 4: An eye for an eye will only make the whole world blind — Mahatma Gandhi

History can attest to the fact that most human conflicts have been as a result of a stubborn approach by our leaders. Our history would turn out for the better if our leaders could just learn that most disputes can be resolved by showing a willingness to understand the issues of our opponents and by using diplomacy and compassion.

No matter where we live, what religion we practice or what culture we cultivate, at the heart of everything, we are all humans. We all have the same ambitions and aspirations to raise our family and to live life to its fullest. Our cultural, religious and political differences should not provide the backbone to invoke conflicts that can only bring sorrow and destruction to our world.

Teaching #5: We must become the change we want to see in the world. — Mahatma Gandhi

A great leader always leads with an exemplary life that echoes his ideals. Mahatma Gandhi sacrificed his thriving law practice and adopted a simple life to live among the millions who lived in poverty during his freedom struggle. Today, we see modern leaders cajoling the masses with promises that they never intend to keep – let alone practicing what they preach in their own lives. One cannot bring world peace to all unless a leader demonstrates peaceful acts of kindness daily. Mahatma Gandhi believed that we are all children of God. We should not discriminate amongst ourselves based on faith, caste, creed or any other differences.

An outstanding example of Mahatma Gandhi’s leadership was his famous Salt March, which brought about a profound change. On March 2nd 1930, as a protest at tax on salt, Gandhi wrote a remarkable letter to Lord Irwin, the Viceroy of India. He wrote, “Dear Friend, I cannot intentionally hurt anything that lives, much less fellow human beings, even though they may do the greatest wrong to me and mine. Whilst, therefore, I hold the British rule to be a curse, I do not intend to harm to a single Englishman or to any legitimate interest he may have in India…” With these words, he inspired millions to fight for this righteous cause and eventually forced the British to leave India without inflicting harm to any Englishman. Such were the quintessential qualities of justice and peace that made Mahatma Gandhi the man who changed our world for the better with his ideals of faith, love and tolerance.

Mahatma Gandhi taught us that we can bring harmony to our world by becoming champions of love and peace for all. The task is daunting, but he has shown that a fragile, meekly man of small physical stature can achieve feats of incredible magnitude with a staunch belief to practice peace through non-violence. Will you make a pledge to become the change that you would like to see in this world? I have.

Let the first act of every morning be to make the following resolve for the day:

UNION CABINET APPROVED ADDITIONAL DA OF 10% FOR CENTRAL GOVT. EMPLOYEE

        The Union Cabinet today decided to release an additional Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2010 representing an increase of 10% over the existing rate of 35% of the Basic Pay/Pension, to compensate for price rise.

        The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

        The decision to provide higher DA to employees will cost the exchequer an additional Rs. 9,303.2 crore per annum for the government.

              Applications in prescribed format are invited from the citizens of India for filling up of the following Group “C” categories of posts under Arunachal Pradesh Civil Secretariat and Arunachal Pradesh Public Service Commission, Itanagar. (I) UPPER DIVISION CLERK – 7 (seven) posts of UDC under the AP Civil Secretariat and 1 (one ) post under Arunachal Pradesh Public Service Commission Itanagar in the Pay Scale of Rs. PB-1,Rs. 5200-20,000 + GP Rs. 2800/- P.M plus other allowances as admissible to the Government employees of Arunachal Pradesh. The vacancy position is subject to variation. The break-up of these posts as per various provisions of reservation are as under:-

2. ELIGIBLITY:- Candidates applying for the post must possess Bachelor Degree in any discipline from a recognized University.

3. METHOD OF SELECTION:- The candidates shall have to appear in the written examination to be conducted by the Arunachal Pradesh Public Service Commission at Itanagar on the following subjects followed by Viva-Voce test.

(i) General Knowledge - 100 marks

(ii) General English - 100 marks

(iii) Elementary Mathematics - 100 marks

(iv) Viva-Voce Test - 100 marks

Ex-servicemen candidates if any should submit their relevant certificates as proof of being ex-serviceman with their application forms. (II) RECEPTIONIST: 1 (one) post of Receptionist under Arunachal Pradesh Public Service Commission, Itanagar in the pay scale of Rs.5200-20,000 + GP Rs. 2800/- P.M plus other allowances as admissible to the Government employees. This post is reserved for APST only.

2. ELIGIBLITY:- Candidates applying for the post must possess Bachelor Degree in any discipline from a recognized University.

3. METHOD OF SELECTION:- The candidates shall have to appear in the written examination to be conducted by the Arunachal Pradesh Public Service Commission at Itanagar on the following subjects followed by Viva-voce test.

III. (1) LOWER DIVISION CLERK – 02 (two) posts of LDC under Arunachal Pradesh Public Service Commission, Itanagar in the pay scale of Rs. 5200-20,200+GP Rs. 1900/-PM plus other allowances as admissible to the Government employees of Arunachal Pradesh. 2 (two) posts are reserved for APST only. The vacancy position is subject to variation.

2. ELIGIBLITY:- Candidates applying for the post of Lower Division Clerk must possess Matriculation Certificate or an equivalent from a recognized Board/University.

3. METHOD OF SELECTION:- The candidates should qualify with a minimum typing speed of 30 words per minute in the speed test to be conducted by the Commission. Typing Speed Test carries 150 marks.

However, “in the case of indigenous Arunachal Pradesh Schedules Tribes, the minimum typing speed may be relaxed upto 20 (twenty) words per minutes for probationary appointment for a maximum period of six months only, and on or before completion of the probationary period the candidate shall have to qualify with a minimum typing speed test of 30 (thirty) words per minute, failing which the probationary appointment will be terminated forthwith”.

Those candidates who qualify the Typing Speed Test will be called for Written Examination comprising of the following subjects followed by Viva-Voce Test.

(i) General Knowledge & Elementary Mathematics - 75 marks.

(ii) English Essay & Letter Writing - 75 marks

(iii) Typing Speed Test -150 marks

(iv)Viva-Voce Tests - 50 marks

Selection will be done on the basis of performance in Typing Speed Test, Written Examination and Viva Voce Test.

NOTE: - The qualifying marks in all these written examinations for UDC, Receptionist and LDC will be 33% in each paper and 45% in aggregate.

4. AGE LIMIT FOR I,II& III: The Candidates applying for all categories must not be less than 18 years of age and more than 28 years of age as on 30-09-2010.

The upper age limit is relaxable upto maximum of 5 years in case of APST candidates, and for ex-servicemen age relaxation will be extended in accordance with the orders issued by the Government from time to time.

5. HOW TO APPLY:- Along with the Application Form, candidates must have to enclose Treasury Challan of Rs. 40/- for General Candidates ( Rs.10/- for APST Candidates) under the Head of Account 0051-PSC to be drawn at Itanagar( which is non-refundable) in favour of the Secretary Arunachal Pradesh Public Service Commission, Itanagar, alongwith 3(three) copies of recent Passport size photographs duly attested by a Gazetted Officer and along with attested copies of document in support of Age, Educational Qualification, Tribe etc.

6. PRESCRIBED APPLICATION FORMAT:- The Application Format for the above mentioned posts can be obtained from the Office of the Arunachal Pradesh Public Service Commission, Itanagar on all working days from 10.00 AM to 4.00 PM on payment of Rs.50/- upto 30-09-2010.

7. LAST DATE FOR RECEIPT OF APPLICATION:- The last date of receiving application by the Commission is upto 30-09-2010 till 4.00 PM.

8. OTHER RULES:- (1) The decision of the Commission as to the eligibility or otherwise of a candidate for admission to interview or selection will be final and no correspondence/personnel enquiries will be entertained.

(2) Candidates already in service may apply direct to the Commission with a No Objection Certificate issued by his/her Head of Department.

(3) Application in prescribed format alongwith self addressed post card should be sent in a cover/envelop superscribed “ APPLICATION FOR THE POST OF UDC/RECEIPTIONIST /LDC.

(4) Application received after the closing date or incomplete in any respect will be rejected. Date of birth as recorded in Matriculation Certificate issued by the Board only will be accepted.

(5) The Commission will not be responsible for delay in receipt of Application, due to any reason whatsoever.

NOTE:- Application Form other that the one procured from the Arunachal Pradesh Public Service Commission, Itanagar will be summarily rejected. No duplicate or typed out Form will be entertained. Application Forms not fulfilling the following conditions and the conditions given in the application forms shall be rejected. Application once rejected shall not be reaccepted.

AICPIN for the month of June-2010 published. Expected DA hike of 10%

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 value has been released by Labour Bureau. The value of the index stands at 174 level, so in this situation, the Dearness Allowance for Central Government Employeeswill be rised 10%.
During June, 2010, the index recorded an increase of 8 points in Varanasi centre, 6 points each in Quilon and Giridih centres, 5 points in 4 centres, 4 points in 8 centres, 3 points in 13 centres, 2 points in 17 centres and 1 point in 19 centres. The index decreased by 1 point each in Ludhiana and Ghaziabad centres, while in the remaining 12 centres the index remained stationary.



The maximum increase of 8 points in Varanasi centre is mainly due to increase in the prices of Rice, Wheat, Fresh Milk, Onion, Vegetable and Fruit items, Electricity Charges, Bus Fare, Tailoring Charges, etc. The increase of 6 points in Quilon centre is due to increase in the prices of Rice, Fish Fresh, Onion, Vegetable and Fruit items, Cigarette, Tailoring Charges, etc. and in Giridih centres it is due to increasein the prices of Mustard Oil, Fish Fresh, Turmeric Powder, Vegetable and Fruit items, Soft Coke, etc. However, the decrease of 1 point each in Ludhiana and Ghaziabad centres is due to decrease in the prices of Onion, Vegetable items, Sugar, etc.
The indices in respect of the six major centres are as follows :

The point to point rate of inflation for the month of June, 2010 is 13.73% as compared to 13.91% in May, 2010.

Govt announces welfare measures for working class

The State Cabinet has given its seal of approval on several welfare measures worked out for the working class as recommended by a govt-constituted Committee.



Chief Minister Dorjee Khandu informed the house on the first day of three day Legislative session that from now on, there would be two categories of casual/ contingency employees—skilled and un-skilled and the category semi-skilled would be merged with the skilled ones.


Accordingly, the wages structure of the contingency employees has been upgraded: the un-skilled and skilled employees serving from 0-5 years will get monthly wages of Rs 3,500 and Rs 3,800 respectively, likewise employees working for 6-10 years will get Rs 4,000 (un-skilled) and Rs 4,300 (skilled), 11-15 years- Rs 5,000 (un-skilled) and Rs 5,300 (skilled) and beyond 15 years - Rs 6,000 (un-skilled) and Rs 6,300 (skilled), including Rs 250 per month as medical allowance for each category.


The same wages structure should apply to the Auxiliary Labour Corps (ALCs) in the districts, informed the Chief Minister, adding that an additional allowance (difficulty allowance) of Rs 500 per month will be provided to the contingency/ casual staff working in Area II (difficult areas).


The total annual financial liability of the above decisions would be Rs 80 crore (approx). For the current financial year, assuming that the recommendations are adopted from 1st October 2010, the liability would be about Rs 40 crore, divulged the CM.
